The Taking Action on Overuse Framework and Change Package offer health care organizations the roadmap for engaging their care teams in a lasting reduction of low-value, unnecessary care. The framework identifies evidence-based strategies for obtaining buy-in, motivating behavior changes, and providing the necessary support and infrastructure for health care providers to engage and lead their peers in making the changes that improve the value of health care.

Taking Action on Overuse is the culmination of more than a year of research and development supported by the Robert Wood Johnson Foundation, including:
- Interviews with innovators of value-based care initiatives in 23 health care organizations
- A comprehensive review of social science theory and literature
- Four site visits
- A multi-stakeholder advisory committee that informed and gave feedback during the development of the framework
